Tropico is for the player who likes being the one in charge. You build a state from the ground up, balance the books, and keep the people happy enough that they don't storm the palace. The economic layer runs deep, so you'll spend as much time watching budgets as you will placing buildings.
It's also a game for anyone who enjoys a bit of political juggling. You develop infrastructure, strengthen defences, and make calls that affect everyone on the island. The interface supports English, Russian, German, Spanish, Italian and French, so language won't get in the way.
Who might not enjoy it? If you prefer fast action over planning, this isn't that. Tropico rewards patience and careful management, not quick reflexes. It's a slow-burn strategy title, and that's exactly what its fans come back for.
